What support does Shanghai give cross-border e-commerce exporters, and is Shanghai a pilot zone? in detail

In forceOfficial textChecked
Answer

Yes, Shanghai is one of the first 12 cross-border e-commerce pilot zones (国函〔2016〕17号, 12 Jan 2016). Its main current plan is 沪经信生〔2025〕187号 (published 1 Apr 2025, covers 2025–2027). It supports overseas warehouses of sufficient scale (Art. 8), special funds for independent sites and overseas-warehouse digital systems (Art. 19), and 9710/9810 export filing (Art. 4). The text gives no fixed amounts; amounts come from yearly application guides.

Dear friend,

Welcome! This letter sets out what you need to know, plainly and in order.

The short version

Shanghai's city-level papers set direction and name the funds. Money amounts sit in yearly guides and district rules (for example the Pudong free-trade-zone fund rules), which we could not read in full.

Government-site explainer (grade B, supplementary only): the 2023 city press conference on the 2023-2025 plan, reposted by the Shanghai tax bureau (link). It is a briefing, not the plan text.

Pilot zone: Shanghai is in the first batch of 12 cities (State Council reply). Implementation plan: 沪府办发〔2016〕23号 (Shanghai government).

Logistics support

  • 沪商贸发〔2023〕183号 (grade A, plan period ended): speed up the Shanghai international mail exchange office as an export supervision site and put cross-border e-commerce mail routes into operation; encourage firms to use China-Europe trains; build a logistics matching platform using Shanghai's sea and air ports. No amounts.
  • 沪经信生〔2025〕187号 (current): priority inspection for 9710/9810; 9810 pre-refund rules (see table).

Where it is published

City papers: Shanghai Commerce Commission (sww.sh.gov.cn) and shanghai.gov.cn. District fund guides: each district commerce commission. Under the Pudong rules, firms apply after first review by the zone authority; volume is counted on the Shanghai cross-border public service platform. No verified link to a city subsidy-claim portal was found.

What it means for buyers

  • These measures help Shanghai exporters with logistics, overseas warehouses and tax refund timing. They do not certify any supplier.
  • Faster 9810 refund handling may support overseas-warehouse stock, but it says nothing about product quality.
  • A supplier asking you to pay a "subsidy fee" is a risk signal.

Still uncertain

  • Amounts and application guide under Art. 19 of the 2025 plan: not found; no amount clause appears on either official page read.
  • Whether the mail-exchange-office and China-Europe train clauses of the 2023 plan carry over after its period: not checked.
  • Whether the 2023–2025 plan was renewed: not found.
  • Pudong 2025 application notice and any 2026 version: page could not be read.
  • Other districts' current rules: not checked.
  • Shanghai "一网通办" claim page: not found.
