What support does Zhejiang give cross-border e-commerce exporters, and which cities are pilot zones? in detail

In forceOfficial textChecked
Answer

Zhejiang's main provincial document is the 2024–2027 Action Plan (浙政办发〔2024〕27号, dated 23 Aug 2024, published 31 Dec 2024, marked "valid" on the provincial commerce page); its annex sets provincial caps, but most cash support is set by cities. Hangzhou's 杭政办函〔2024〕52号 (in force from 1 Nov 2024 to 31 Dec 2027) says: up to 2 million yuan one-time for independent sites, export credit insurance premium subsidy up to 60% (max 5 million yuan per firm), and up to 70% of overseas trademark or certification costs (max 200,000 yuan). Whether a given seller qualifies depends on the city's yearly rules.

Pilot zones (State Council replies): Hangzhou (国函〔2015〕44号); Ningbo (国函〔2016〕17号); Yiwu (国函〔2018〕93号); Wenzhou, Shaoxing (国函〔2019〕137号); Huzhou, Jiaxing, Quzhou, Taizhou, Lishui (国函〔2020〕47号); Jinhua, Zhoushan (国函〔2022〕8号). Links: Hangzhou, Ningbo, Yiwu, 2019, 2020, 2022.

Logistics support

  • Provincial finance "给予补助支持" (subsidy support) for qualifying inland dry ports, overseas logistics nodes, international container liner routes and ro-ro routes; cities are encouraged to link rail yards with China-Europe trains (浙政办发〔2024〕27号 annex). No amounts in the text.
  • The 55 all-cargo routes and 24 sea express lines come from the official explainer, not the plan text.
  • Hangzhou freight voucher pool: RMB 30 million (see table).
  • No provincial clause on international mail/express supervision centres was found.

Where it is published

Provincial files: Zhejiang Department of Commerce (zcom.zj.gov.cn) and the provincial gazette. City files: each city's commerce bureau website. Application notices are issued by cities each year; no verified link to a provincial subsidy-claim portal was found.

What it means for buyers

  • These are supports for Chinese exporters. They are not a quality guarantee for any supplier.
  • A supplier saying it is "subsidised" tells you nothing about price or reliability. Check the company itself.
  • Never pay a "subsidy processing fee" to anyone; it is a risk signal.

Still uncertain

  • Ningbo 2024–2027 plan: the city plan's own number is not public (official pages give only the provincial plan's number), and the public pages state targets, not subsidy amounts.
  • Rules for Yiwu/Jinhua, Wenzhou, Shaoxing: not found.
  • Hangzhou's separate detailed rules: not found.
  • Zhejiang's official claim portal link: not found.
  • Annex amounts agree with the provincial source quotes; this page cites only the amount clauses, so read the annex for the other clauses.
  • Route counts (55 all-cargo, 24 sea express) are from the explainer, not the plan text.
  • Provincial clause on international mail/express supervision centres: not found.
