What support does Shandong give cross-border e-commerce exporters, and which cities are pilot zones? in detail
Shandong's main provincial document is the "Several Measures to Support High-Quality Development of Cross-Border E-commerce and Market Procurement Trade" (山东省支持跨境电商和市场采购贸易高质量发展的若干措施), issued by 10 provincial departments as 鲁商字〔2025〕143号 on 2025-11-22; it supports promotion costs at no more than 70% but sets no amount caps. All 16 prefecture-level cities in Shandong are national cross-border e-commerce pilot zones. The only city-level amounts we could confirm are from Qingdao: up to RMB 1,000,000 for a provincial key public overseas warehouse builder, and up to RMB 2,000,000 for a public-use warehouse. Apart from the 70% ratio, the provincial text states no amounts.

The 2023-2025 Shandong cross-border action plan (鲁政办字〔2023〕84号, Shandong government) has run past its period and is treated as expired.
Logistics support
- 143号: new international cargo routes at Qingdao, Jinan and Yantai airports, freighter plus passenger-belly cooperation, and "出口前置集货" (pre-export consolidation) by air; a "China-Europe train + cross-border e-commerce + market procurement + overseas warehouse" model with more cross-border trains. No amounts.
- Previous plan (expired, 鲁政办字〔2023〕84号): China-Korea "four-port" multimodal route via Incheon for battery-containing "3C" goods; regular cross-border trains.
- No provincial clause on international mail/express supervision centres was found.

What it means for buyers
- Pilot-zone status and subsidies are support for sellers. They do not change your contract, price or quality terms.
- Some Shandong exporters ship through overseas warehouses (Yantai reports 31 overseas warehouses in 14 countries and regions,
Yantai government). Ask the supplier which customs mode and which warehouse your order uses.
- Do not assume a supplier is vetted because it received a subsidy. Check its business license and export records yourself.
