Hunan's main provincial document is 湘政办发〔2023〕9号 (3 Mar 2023). It lists amounts: international certification up to 80% of cost, max 500,000 yuan one-time; online marketing up to 30%, max 500,000 yuan; provincial public overseas warehouse up to 600,000 yuan in year one and 300,000 a year for two years, max 5 million yuan over three years; parks up to 5 million yuan one-time. The text states no validity period.
