What support does Guangdong give cross-border e-commerce exporters? in detail
All 21 prefecture-level cities in Guangdong are national cross-border e-commerce pilot zones. The provincial Department of Commerce fund notice 粤商务电函〔2023〕113号 sets caps (parks up to RMB 1 million, firms up to RMB 500,000, overseas warehouses up to RMB 200,000 each), but most cash support comes from city and district rules, not one province-wide price list. The provincial framework is 粤办函〔2021〕328号 (dated 2021-11-19, published 2021-12-02). It mostly sets goals and says "give support" without amounts. Figures appear in local rules: Guangzhou (2024-03-06, valid 3 years) caps brand-promotion support at RMB 1 million a year and bonded-area rent support at RMB 1.5 million a year. Qianhai/Bao'an (深前海规〔2024〕7号, valid 3 years) gives RMB 300,000 once for an overseas warehouse.
- Applies to
- Overseas buyers checking how Guangdong supports its exporters; Chinese exporters registered in Guangdong.
Dear friend,
Welcome! This letter sets out what you need to know, plainly and in order.
The short version
- The province sets direction. City and district bureaus pay. What a seller gets depends on where it is registered.
- Pilot zones: Guangdong has 21 (the Guangzhou commerce bureau page says 132 nationwide, 21 in Guangdong).
- Local rules have fixed terms (often 3 years) and yearly application windows.

Logistics support
- "快递出海" (express going abroad) project in 粤办函〔2021〕328号: shared information platforms, air capacity and multimodal yards at airports, railways and ports to cut transport cost.
- Support for airport and cargo projects in Nansha, Qianhai and Hong Kong airport logistics; security, customs and logistics data to be "互联互通互认" (mutually linked and recognised) across the Greater Bay Area. No amounts.
- Shenzhen (city): support for overseas-warehouse rent and last-mile delivery (see table).
- No provincial clause on international mail/express supervision centres or China-Europe trains was found.
Where it is published
- Provincial Department of Commerce: com.gd.gov.cn, "业务通知" section. Local bureaus post application notices on their own sites.
- No single province-wide online subsidy portal was found.
What it means for buyers
- Subsidies lower a supplier's cost for warehouses, platforms or brand work. They do not set your price or guarantee quality.
- Being in a pilot zone is not a quality mark. Verify the supplier's business licence and export record separately.
Still uncertain
- The 2025 provincial industrial-belt notice and the 2025 central-fund allocation notice could not be opened (site restrictions).
- 粤商务电函〔2023〕113号 (fund notice) and 114号 (B2B measures) are cited from their own source pages; the two texts were not compared. If anyone cites the fund notice as 114号, rely on the text you can open.
- 113号 covers the 2024 year only; later-year provincial fund terms not checked.
- Quotes from 粤办函〔2021〕328号 come partly from scanned text and may contain errors.
- Whether a successor to 粤办函〔2021〕328号 exists.
- Dongguan and other cities: no official text found.
