What support does Fujian give cross-border e-commerce exporters and overseas warehouses? in detail
Fujian's two new provincial rules (2026) set recognition criteria, not cash amounts. One is the provincial overseas-warehouse rule (闽商务规〔2026〕5号, 2026-03-14, valid 3 years). The other covers cross-border e-commerce parks and key brands (闽商务规〔2026〕2号, 2026-02-12, valid 3 years); it says recognition alone must not be the basis for subsidies. All 9 Fujian cities are now pilot zones (Nanping and Ningde by 国函〔2022〕126号, Sanming by 国函〔2025〕40号). A January 2024 "12 measures" press release says pilot zones get tiered yearly rewards of RMB 10/6/4/2 million; that is a government-site press release (grade B) and its document number is not public. Amounts at city level include Quanzhou park rewards up to RMB 2 million a year.

Logistics support
- The 12 measures (grade B press text) say to improve sea and air freight lines to Southeast Asia and Taiwan, support international sea/air routes, and encourage platforms to set up consolidation warehouses and distribution centres in the province. No amounts.
- Fuzhou airport cross-border e-commerce supervision centre opened in September 2023 (
provincial portal, grade A).
- No provincial clause on China-Europe trains was found.
Where it is published
- Fujian Department of Commerce: swt.fujian.gov.cn. No online filing portal for the two provincial rules; paper filing through county and city commerce bureaus to the province.
What it means for buyers
- A "provincial overseas warehouse" label means the operator met size, ownership and service tests. It is not a guarantee of service quality.
- Ask the supplier which warehouse, and check it separately.
Still uncertain
- No readable current city-level rule found for Xiamen or Fuzhou.
- Amounts in the 2025 fund list not read.
- The 12 measures: document number and validity not found; only press releases (grade B) seen. Whether the 10/6/4/2 million rewards have been paid on this basis is not checked.
- No provincial China-Europe train clause found.
