How do I start on TikTok to find overseas buyers? Markets, sign-up and ads in detail

In forceOfficial textChecked
Answer

First decide whether you want to post content, run ads, or open a TikTok Shop: these are different accounts with different eligibility. An Ads Manager account does not mean you can open a shop; Chinese sellers should first check that the target market, entity and products qualify. TikTok suits consumer small-parcel products (short video, live, shop); bulk B2B buying is not its strength. The official budget page (updated July 2026) says daily budgets must be above *$50.0* per campaign and above *$20.0* per ad group; that is a platform setting floor, not a recommended spend. Ad credits are whatever your ads dashboard shows, and are no basis for deciding whether you can afford promotion.

Applies to
Chinese small-parcel exporters who want to reach overseas buyers or consumers with short video or ads on TikTok.

Dear friend,

Welcome! This letter sets out what you need to know, plainly and in order.

1. Which markets and customers fit

  • TikTok's new-advertiser incentive page lists Shop seller offers for the US, UK, Vietnam, Thailand, Indonesia, Malaysia, the Philippines, Singapore, Japan, France, Italy, Germany, Ireland, Spain, Mexico and Brazil (A, official page, updated June 2026). This shows where the offer applies, not where you can open a shop.
  • Reach: DataReportal, citing GWI Q2 2025, says about 36% of online adults aged 16+ used TikTok in the past 30 days (China excluded) (B, DataReportal).
  • Good fit (our judgment, not an official statement): low-priced, visual products that can be shown in a short video.
  • Weaker fit: long B2B negotiations for bulk orders.

2. How to sign up

Ads Manager steps (A, official, updated June 2026):

  1. Sign up with email or phone and verify.
  2. Enter country/region, industry, legal business name, time zone, phone, currency.
  3. Add billing details (may include address and tax info) and choose a supported payment method.
  4. The account is submitted automatically; you can build campaigns but ads will not run until approval, usually under 24 hours.
  5. Keep business documents ready for verification (the exact list is not on the official page; see Unknowns).

TikTok Shop: the official page says the phone/email must not already be linked to another TikTok Shop and "you must reside in the country you choose" for the shop (A, official, updated August 2025). We could not confirm the cross-border seller route for mainland-China companies from an official page; use only the official Seller Center.

Access note: this platform cannot be accessed directly from mainland China; please use it only through lawful means. This page gives no access methods.

3. Day-to-day operation

  • No official posting-frequency guidance was found. Our judgment: post on a steady weekly schedule for several weeks, then review the data.
  • Security: turn on two-step verification, limit admin roles, never share passwords.
  • Do not run multiple accounts to evade platform limits.
  • Appeals: use the in-app help and Ads Manager appeal entries.

4. Ads and promotion

ItemOfficial information

Budget typeCannot be changed after publishing (A, official, updated Feb 2025)
ReviewNew accounts usually under 24 hours

Billing models, pixel/Events API and objective rules were not verified item by item. Read the ad policies in Ads Manager for restricted and prohibited categories.

5. Past promotion examples (current eligibility is shown in your ads dashboard; checked October 25, 2026)

TikTok states incentives are "not guaranteed and may change without notice". Your Ads Manager (ticket icon, or Tools > Payments > Promotions) is the authority. The example expiry on the page (May 2026) has passed. No paid subscription relevant to small sellers was found.

6. What to expect

There is no reliable public average, and we found no official benchmark for this scenario. Test yourself: track CPM, click-through rate, add-to-cart or inquiries, and cost per inquiry. As an editorial suggestion, run 2 to 4 weeks, limited by budget and sample size; never exceed your budget just to complete a period. Set a total budget you can afford and pause if there are no inquiries when it is spent.

7. When to use a licensed professional

  • Making content and small ad tests can usually be done yourself; a course or agency is not legal advice.
  • For questions about the selling entity, creator ad disclosure, music licensing or product claims, ask a lawyer in the target market; ask a local tax adviser about tax.

8. Check before you pay

  • Confirm whether a service covers the content account, the ads account or the shop, and get in writing: rights to creative and music, ad billing, commission, refund deductions, and account handover.
  • Refuse "guaranteed orders", "borrowed identity to get approved", "credits with no conditions", or buying accounts to bypass eligibility checks.

9. Warning signs

  • Anyone selling or renting accounts, or promising "guaranteed approval" or "unlimited accounts".
  • Fees for "deposits" or "training" to unlock credits (official credits appear in your account for free).
  • Guaranteed orders, views, fake reviews or boosted metrics.
  • Requests for your password or verification codes.

Unknowns

  • Official qualifications, open sites, deposits and commissions for mainland-China companies on cross-border TikTok Shop: not confirmed.
  • Required business-verification documents, payment methods and top-up thresholds for Ads Manager: not on the official pages we read.
  • An official authorized-agency route for China-based advertisers: no verifiable official page found.
  • Billing models, pixel/Events API, review details: not verified; official benchmarks for this scenario: not found this time.
