China's suspended export-control measures on rare earths and lithium batteries: what buyers should know in detail
Six specified export-control measures that China announced in October 2025 (on certain lithium-battery, graphite anode, rare-earth and superhard-material items) are suspended until 10 November 2026 under Ministry of Commerce and General Administration of Customs Announcement 2025 No. 70. No. 70 does not say that every existing rare-earth, battery or other dual-use control is suspended: check all controls that apply to your exact item, technology, end use and destination. We had not identified a later decision in this review; recheck the official announcements before shipment. Separately, China is cutting export tax rebates on batteries and some other goods, and suppliers may revise quotes.
- Applies to
- Buyers of batteries, battery-powered products, magnets, electronics and related parts from China.
Dear friend,
Welcome! This letter sets out what you need to know, plainly and in order.
Six specified measures suspended until 10 Nov 2026
The announcement says that "from today until 10 November 2026" six 2025 announcements are suspended (MOFCOM/GACC Announcement 2025 No. 70, 7 Nov 2025). The suspended measures cover:
| 2025 announcement | Subject |
|---|---|
| No. 58 | Lithium batteries and artificial graphite anode materials |
| No. 57 | Some medium and heavy rare earth items |
| No. 56 | Some rare earth equipment and raw materials |
| No. 55 | Superhard materials |
| No. 61 | Overseas rare earth items |
| No. 62 | Rare earth technologies |
Titles from the Ministry of Commerce 2025 announcement list. We have not checked the item lists in the annexes, so a battery-powered product or a magnet is not automatically a listed item. Ask your supplier or a trade adviser to check your exact goods.
Export tax rebates: what is changing
An export-rebate change concerns China's export-side tax treatment; your destination import charges are a separate question. A supplier may revise its quote.
| Goods | Change | From | Source |
|---|---|---|---|
| Photovoltaic and some other products | Rebate removed | 1 Apr 2026 | Ministry of Finance and State Taxation Administration, Announcement 2026 No. 2 ( |
| Batteries | Rebate cut from 9% to 6% | 1 Apr–31 Dec 2026 | Same |
| Batteries | Rebate removed | 1 Jan 2027 | Same (No. 2) |
| New energy vehicles | Rebate cut from 13% to 9% | 1 Apr 2027 | |
| E-cigarette devices and some related products | Rebate removed | 1 Apr 2027 | Same (No. 29) |
The rate for each shipment follows the export date on the customs declaration. The exact products are listed in the announcements' annexes.
What to do
- Ask suppliers of batteries or battery products whether their quote already reflects the 2027 rebate change, and how long the price is valid.
- For orders that ship after 10 Nov 2026, ask whether any export licence could be needed, and agree in writing who bears the delay if one is.
Still uncertain
- Any decision about these measures after 10 Nov 2026. Extension or entry into force is not guaranteed either way; we will update this page.
- Which specific products fall under each item list; we have not checked the annexes line by line.
